Super glue gel and epoxy sandwich.
Super glue doesnt like to bond to small surfaces. Epoxy molds to surfaces but doesn't stick well. So use both!
Put super glue on one rock/frag. Mush epoxy on it. Put super glue on epoxy and mush it onto the rock you want it on. Hold for about 1-2 min until the epoxy is set and its done.

If it has to be done underwater then epoxy stick, I prefer the Two Little Fishies brand. If it can be done out of water then epoxy with superglue and at least a day if not longer to cure. I have also heard good thinks about Seatak, I just got some to try out.
