Best fish for small frag tank?

Pretty much consider all fish as jumpers and you won't be surprised.

Agreed, if I had a dollar for every time I saw a post on a forum, group, etc. with someone complaining about "I didn't think this fish would jump" I could retire early. Jumpers vs Non-Jumpers is a myth. The correct terms are More Prone and Less Prone, but the operative word there in both cases is PRONE.

If it was the only fish in the tank, there would be nothing to scare it, so this wouldn’t really be a problem.

Flame hawk and yellow watchman goby dont jump or even swim much. Either would work.
