Best hob filter?

Hmm I don’t have the filter with me now so hard to say. The smallest fish I had was a pair of clowns and those were never an issue.

Well I have some small fish like schools of tetras

Is the thing that sucks water in big enough to possibly suck in small fish? I’ve seen complaints on that

What if I throw in some filter floss with the biomedia?

I use the Seachem provided course sponge, then a dual-density layer of floss, topped off with the biomedia bag loaded full of Matrix (more than provided with the filter). If I need to run carbon I replace the floss with carbon foam. The setup works great for me with little to no bypass.
Just stay away from polishing pads, fine foam etc. that significantly restrict flow or you will certainly induce bypass.
