Best wrasse for frag tank

Pseudocheilinops aetaenia or one of the Wetmorella species would be good choices for pest control, and don't need a sandbed, and would do well in 20g.

+2 to ataenia, if you're considering other species outside the 1st post.
It's the only fish in my 20g frag tank.
