Bi color blenny ich?

Is this ich or something on my bi color blenny? I’ve had him for 8 days and he eats really well.

You can see the little white specs on his fins.
Any help?

Yes he is in quarantine right now and I’m using Cupramine on him

What level do you have the copper at, and what test kit are you using to determine that level?

It is at 0.5 mg/L and I’m using the sea chem test kit for copper.
