Big problem whit cyano! HELP

I have been reading a lot recently about nitrates and phosphates, I tested today!

I run my tank more simply, very long story! ;)
Nitrates 75 (between 50 and 100, salifert).
Phosphates less than .25 (salifert .25 - .1).

Apparently that means I can't do acros and stuff?!
Yes they are off colour and a bit dull but they are not flesh shy / skinny!
I would still raise the phos a bit. :)

I can make it not grow by changing my light spectrum to blue and turning it down a bit but it puts the macro algae into a decline as well. So I am trying to find another way.
 
What would be the levels of nutrients you are looking for?

From what I've been reading NO3 between 4-6, and PO4 at .02-.05 is a good range. My problem has been too low of both-nearly undetectable, and I think the cyano is just outcompeting everything else for what little is in there.
