Some say 1" of fish per gallon, but taking into account the full size growth of the fish, not the baby size when purchased. But really its more on how your system exports the waste and nutrient control. I've seen some big tanks really loaded, but their export system is balanced and closely monitored.
 
yeah I will have less than 20 fish and I will be using a bio reactor and refugium so I was thinking that coupled with a good skimmer should be a very light bio load thoughts<

You should be fine...just go slow adding them.
