Bio pellets to lower phosphates

They do, but not enough to help your current situation. They allow bacteria to grow when there is sufficient nitrate AND phosphate, and take out a lot more nitrate than phosphate. You don't have enough nitrate to allow the pellets to make a dent in that phosphate level (if accurate).

You'd need somethething like a binder (GFO, aluminum oxide, etc.) to reduce the phosphate.
