Biocube 14 bulb for frag tank

So there is a guy near me selling an unopened biocube 14 that uses the 24 watt bulbs for 100$ and I am wanting to use it as a nano frag quarentine/growout box.
I am curious if the 24 watt bulbs will be good enough for softies and lps and possibly easier sps or if I should just pass on the whole setup. I can buy new/better bulbs as well if need be.
 
Those bulbs will grow softies and most LPS but not suitable for the majority of SPS.. it’s a great little tank and a steal at $100, I have one that’s been running about 4 years and has been the easiest tank I have ever owned. the only upgrade I did was removing the stock bulbs and installing a nanobox retro fit led.

I see a lot about retrofit. How pricey is it and how much diy skills are needed?
 
I forget how much the retro fit was, I would check their website for current info.. the installation was real easy, just gut the stock hood and install a few parts. The hardest part was cutting the stock reflector for the cooling fan to go through, I made a little cardboard template and used cutoff wheel on my drimmel and small tin snips..
