so I looked in my chambers of my biocube and all three Chambers are level with each other.. which when i first got it Cham 1 was highest then Cham 2 then of course Cham 3 being the lowest of the 3. Is this because my return pump can keep up now?

It could be you are correct but it can also be you have too much water in the tank. Remove some water and levels in chambers 2 and 3 should drop.
