Biocube 29 issue

I purchased a biocube from another reefer and everything was working fine, but now that I have it and have added water the second and return chamber maintain the same water level. Is there a way to fix that?
 
That's actually normal.
What you want to do is forget about the water full line on the side and actually fill it above the second chamber inner rim. Now mark the outside of the tank at that water level with tape or marker and that'll be your new water line. It also makes it quieter and ads a little more water volume to the tank.
 
The evaporation should lower the water in the return chamber. chambers 1 and 2 should remain a constant height.

That's what it should be doing but it's not. I was thinking maybe draining out the return chamber low enough and drying it up and applying some silicone. However I might do what toomanyfish said.
 
Chambers 2 and 3 will lower through evaporation. If you put an ato in chamber3(the return chamber) all will be well. It's actually a good design, if you were to put other equipment in chamber 2 that needs a specific water level; you set that first. Then adjust your ato in chamber 3 and you're all set.

Because the 2nd and 3rd are connected on the bottom and there's no overspill both those water levels will always be equal ( media basket and fuge basket are both in chamber 2 )
