Bioreactor placement

I have read several threads that say to place a bioreactor next to the skimmer so the bacterial gets skimmed out of the tank. My question is why would you want the bacteria to get skimmed out of the tank? Isn't the goal of the biopellet reactor to create bacteria and have it stay in the tank? I have my bioreactor (Lifegard Side Flow Turbo Reactor with Dr. Tims 150m NP-Active Pearls) next to my return pump.
