Biowheel from Penguin filter question

So the little Biowheel i believe its called in my penguin filter on my SW tank turns slowly stops then repeats, i clean everything then it goes fine for a few days, maybe im not cleaning it enough or what is wrong with it?
is this normal ?

This has been an issue for 25 years with this design. An why you don't see it being used month.
