Black ich?

Is this black ich or something else? This appeared today in my A. bahianus tang. No spots yesterday (or other spots today), eating fine and all that. 3 weeks I think in the tank, just the tang and 2 small black clownfish. The spot has this white surrounding very visible when he is in a darker area. It's hard if not impossible to take a picture of him being still but these can do.
250L, nitrates very close to 0, phosphates 0.3, no ammonia, pH 8.2 KH 10.

These look like flukes
Best way to determine is to use a CLEAN Paul or bucket and give fish A 5 minute dip in tap water water with pinch of baking soda
Afterwards, return fish to display tank and look on bottom of container - use flashlight if necessary
If you see what looks like sesame seeds or fish scales- those are flukes
