Black ick????

So this tang has some tiny black marks. Can’t tell if they are black ick. If it is black ick is general care by API reef safe? I dosed my tank with API general cure about two weeks ago as a preventative and didn’t see any ill affects but I was just wondering if I should reach out here to see what you guys think whether it’s reef safe or not. Also if I do read those API general cure should I leave the skimmer on or turn it off?
