Is the clear tube coming out of this coral a pest or normal?

It kind of looks like a tube snail which routinely pop up and can annoy coral if left alone. I unfortunately have 100s in my tank. It is hard to tell though.
 
You can get rid of them by plugging them with super glue or breaking them off at the base so that the snail is exposed and can be eaten by fish :-) Usually 1 alone isn't going to cause any issues...it is when you have large groups of them with their "strings" exposed trying to catch food that starts to annoy coral.
 
Agree they cause no issues. If you decide to break it off. Be careful you do not damage the flesh of the blasto. The tube snail can go far into tube. If you do not get it enough it will just make another tube.
 
+ plus one guys good advise ! , I have friends that have major out breaks and installed a uv took as many out as he could and ran the uv and he said it helped
 
I broke the tube off flush and another tube is coming out. Is there a dip I could use to kill the snail?

Your best bet is to break it off and cover it in glue. These things can go from 1 to 100 in a month. They spread very quickly. Have never heard of anything killing them besides manually removing them and/or covering them in glue. Good luck
