well no one has touched him in over a year so I think it is a bacterial infection? I started him on bacterial infection meds and moved him over to a calm qt tank and it has deflated on the one eye while the other eye is okayThat is a gas bubble, usually caused by mechanical damage. Catching the fish in a net (and them shaking around) can cause it. There isn't really any treatment for this if that is what caused it - some fish get better, some lose their eye and some die.
If you see it in both eyes, or in more than one fish, it could also be supersaturation. That is caused by an air leak on the suction side of a pump and can kill fish very quickly.
