Blue Devil Damsel - Don't know what to do with his issues

2 months ago i had velvet outbreak and lost 11 out of 12 fishes, one left was the blue devil damsel who is in the QT for over a month. It was fine initially eating swimming. Since its in QT I really haven't take care of him other than feed once everyday. Week ago we noticed its left eyes looked like popeye (like a big bubble). Immediately i did major water change and added epsom salt (after reading thru some forums), a day later i see bubble gets reduced. But the does not swim or eat like before, today with flash light we noticed its eyes and have a doubt that its eyes are missing and its blind now and may be that the reason it can't swim and even find food.

QT is 20gal, Ammonia, Nitrate and PH are stable. except the tanks light blew 10 days ago and its been without light since then, just the natural day light. (didn't get a chance to fix it yet)

So I really don't know what the situation is with the fish, is it dying or eventually going to, feel bad for him.

Any advice!!!!!!!

Is it both eyes or just one. If it's just one it can live and be similar normal if it's both it's in a lot of trouble.
 
We are not sure about that ,but looks like it has one eye missing , because there is no black dot in one side of the eye .
this might not be true because it is really hard to see if the other eye is missing
