Blue Green Chromis - Bad Swimming

I have a blue green chromis that is having a hard time swimming. Its kind of swimming vertically and staying in one spot. I noticed that another chromis is picking at it. I have moved the fish into the sump and its staying near the surface. Could it be a bladder issue? If so can it be treated or is it most likely a goner.
