Blue hippo spots

Just got back from vacation. Noticed these “puffy spots” on its back fin and side. Also extremely small dots. I’m assuming Ich? But no other fish in the tank have anything on them. Appreciate any help. She did have a cut from when from another fish at one point. Could it be cotton wool disease? Still actively swimming and eating.

That Cleaner wrasse in the 2nd picture should be all over that.... interesting
