Blue skim mate

I am a lil over 2 weeks into cycling my first tank. Today I started my skimmer to set it up and attempt to understand it. My skim mate and bubbles on the top appear to have a blue hue. Is this normal? I've not seen a vid or a post that looks like what I have. Is there an issue I need to rectify?

Is that filter media on the bottom blue? The blocks, not the pad you have the skimmer on.
 
I have no idea. I got it in a box of stuff when I purchased the tank. Was told it was new/unused. Appeared as such. Was told to place it in there.
 
Can't say 4 sure it needs removed but I would definitely keep running the skimmer wet see if it goes away or has any other effects but usually when something it breaking down and leaving color dyes it doesn't seem right to me..
Wait for more experienced advice

If you have enough sand and rock, you should be able to do without those blue blocks (whatever they are). Might cause a slight delay in the cycle, but I'd rather be safe than sorry.
 
Might you try skimming dryer— not so wet— and see whether it makes a difference? (Although to be honest, I don’t know that that necessarily answers any questions about the cause.)
