I just got this guy a week ago he's been moving all over. I assume just trying to find the right spot. So yesterday I got home from work and he was on his side so I set him upright. Now today I get home and he's in the same spot on his side. Should I set him upright or is this where he wants to be?

That one might be small enough it's looking for something to attach to. Make it a base to sit on or you can order clam stands from some vendors. Those clams don't lose their foot until they get a little bigger and their own weight can hold them down.
 
I had him on a flat piece of rock it looked like it was attaching to it then it started moving and left part of its foot attached to the rock

It may not have anything to attach itself with now. Use a concave structure to hold it. Slightly bowl shaped. You can make one yourself out of epoxy.
 
My little Squami walk all over the bottom. I wound up setting a couple of rocks into a cove and it settled into leaning and then attaching to one of them.
Im of the understanding Sqamis are a sand clam, not a rock clam.
