Blue tang has ich after 4 weeks in Copper quarantine?

Last month ordered some fish and put them in my quarantine changed to observe them within 4 hours of blue tank was scratching on the side of the PVC T's so I started copper power at 2.5 PPM by the next day the blue tang seem to be not scratching as much.
Have had fish in quarantine for 27 days..
Have had copper power fluctuating between 2.3 and 2.6 PPM for 26 days.

I went to feed just a few minutes ago and noticed the blue tang was scratching again upon zooming in on pictures that I took it appears he may have ich.

I tested my copper level using the Hanna copper Checker and it is currently at 2.43

What do I do now? Or does he even have ich or does he have something else?

Have you done a FW dip to check for flukes?

I highly doubt it is ich if you have maintained a Cu level of 2.3-2.5 the entire time.
