Blue Tang in QT

I have a Blue Tang that has been in QT with therapeutic copper (using Coppersafe and API tests show between 1.5-2) for a little over 30 days now, yet I still see him scratching on a daily basis. I don't think I've ever let the copper drop to subtherapeutic as I always replace with water changes. Close visual inspection with a flashlight doesn't reveal any obvious ich. I dosed prazipro when he first got in the tank before starting copper. Looks healthy and eating just fine, although the fish is still incredibly shy. I can see the fish swimming around from a distance, but whenever I approach the tank, it prefers to hide. Any thoughts? Thanks.

Sometimes the copper makes the fish's skin itchy. Best to move the fish into a fresh QT or remove the copper from the QT now that the treatment is over and observe for a full 14 days.

Eeek. Don't think I did. Does this mean I need to do another round and then repeat? And if so, can I do it with copper in the system or do I need to fully remove this first?
