blue tang with ick?

guys I bought this tang a few days ago, is this ick?

Really hard to see in the photos. Does it look like someone spinkled salt or sugar on it?
 
Alright i was able to view your photo a little better. I would say yes. Did you already put it in your display tank? Blue tangs are notoriously prone to getting ich.

Live rock and sand? Give me some idea what your working with
 
Are you planning on adding corals or inverts to this system in the future?
 
I would either copper that tank if you are only going to keep fish in it or get a 20 gallon tank somewhere cheap and set it up for quarantine with a sponge or hob filter heater and some biospira to seed it to combat the amonia spikes. Move all the fish to it treat for 30 days and let your display tank go fallow for 72 days.

Please go to the fish disease section of the forum and read humblefishes qt instructions.

Also i am not the tang police but others will say a 55 is much to small for a hippo.
 
If you decide to copper it in the display i would remove any sand or rock prior and put in a 5 gallon bucket or brute trash can depending how much you have with a powerhead or air stone for 72 days. The rock and sand will absorb some of the copper and cause you issues. Then it can release back out over time when you don't want it to
