Yes, it is safe. It's what WWC uses to glue all their frags. Everyone uses IC gel super glue in their reef tanks.

Yes - this accelerator is reef safe - used it to glue/epoxy my aquarium rockscape.

Note that epoxy & accelerator caused my skimmer to overflow for over month before settling down in my new aquarium setup. Stuff works well and substantially quickens your build.
