I also forgot to mention when I got underneath him with the net he made a break for the surface so I had to go get him with my hand, so he does have some fight in him. I tried target feeding him spurilina brine soaked with Zoe and garlic and he didn't want anything to do with it
 
Are you keeping him close to the surface?
There is only 4 gallons in the bucket

Released him back in the tank after 24 hours of medication in QT. Still no major change.

Hey. We’re you able to figure out the problem with your Borbonious ? I’ve had one for one year now and recently mine started behaving like this. Not sure what to do. He’s behaving just like yours.
 
I would try an antibiotic, might be an infection of the swim bladder . If problem with swim bladder they cannot regulate depth . Either if distention they float . If not able to inflate they do what you see . They sink. Now why is this happening after a year ? I don’t know . Possibly this deep water fish is susceptible to infection . Now that a second occurrence with the same species . Hoping someone else has experienced a similar issue. Here is a General fw guide that might help .
