OK, so my plan is:

Remove rock and junk from sump
Good. I would do that aith pump and skimmer off so if any debris is stirred it will not go to the pump. You can even wait on this till the water change so you do it safe and all the stirred nutrients you take out when you take out the water.
Figure out how to increase water volume in sump, no idea at this point
This is simple. Just add more water ha ha.. what am I missing?
Replace phosphate remover in Reactor with carbon

Figure out why Skimmer is wet, no idea at this point
There is a knob on the skimmer it will bring up the water in the the skimmer down. Bring the water down by rotating the skimmer.
If you look at the skimmer you see water go in to it, then at some point water turn to bu bubbles. This is called water to bubble line. Bring your water to bubble line down to where the neck of the skimmer meet the skimmer collection cup. This way only bubble and foam go up to the skimmer cup neck..I hope you are getting the picture if not let me know I can explain more.

We need to deal with the tap water he been putting in his system then take it from there. I doubt copepods growing I'm this system, not at this early stage and with all what's in the tap water..

i disagree a bit here, If you want to have one tds meter then it should be at the very final output.
You want to know what tds are you producing and putting in your tank.
Membrane tds is used ad an indicator for pre membrance filters health.
But at the end of the day you want zero tds in your tank, hence is you will put one tds meter only, I would put it at the output of the rodi.
I have a 75Ohashimz - Can you please pick out the RODI system that I should use? Don't worry about $$. Whatever you think is best for my situation. Because I cannot connect it to the ATO do you advice that I get a large drum to sit next to it to store the water? My current RO system in the basement has a 10 gallon holding tank which runs a line upstairs in which I can then fill 5 gallon buckets, and that works great. I could see if I can buy that from Culligan.
