Bottled Bacteria?

Is Aqualife Activate simply bacteria in a bottle and can it be overdosed?

I am not sure about the brand, but I don't think bacteria colonies can be overdosed. I suspect the biggest concern would be if the liquid was significantly different ph or alkalinity than your own water, but I would think you would have to be adding in gallons of it before that became an issue.
