Starting a new tank with base rock , no live rock. What is the best bottled bacteria to-add to tank to seed the rock?

any bottled bacteria would suffice but you’re better off seeding your tank with already established rock like gulf live rock or sand/rubble from aqua biomic

i only have experience with dr tims bacteria, and brightwells microbacter 7
 
You do not even need to add bacteria to complete a cycle, the bacteria will colonize the system on their own. It just takes a little longer.

Now to get a nice micro flora community in your tank, a piece of high quality live rock will suffice.
 
Add an oversized bottle. Marine nitrifying bacteria don't spawn in thin air and you'll have a tank ready for fish nearly instantly. Biospira is cheap and effective.
