Brain coral in need of help

Can anyone help me figure out what's wrong with this brain coral? He will not inflate ever and has like hair algae growing on the tips maybe ?

Everything is near zero I don't have to greatest test kit but I have a 150 gallon tank that has not other problems I do a 30 gallon water change ever week or 2 alk stats around 8.5 and calcium is 420

are you running GFO and did you add it recently.
Thats what happens to my candy canes if I use it.
