It depends on the why. They will in distress drop legs.

To my understanding, they grow new legs from the body, not a new body from legs. Toss it if it were me.

what should I replace this star with? because now i need something to help shift the sand

Crabs and snails if you don’t want a fish. A difficulty with sea stars and most other sand sifting inverts , there’s not enough of what they need to survive in the sand of a new tank.
