Brand new tank

That's a loaded question. Most people around here do fishless cycling. I like to use the shrimp method. I just toss in a head-on shrimp from the grocery store and in a couple of days it breaks down into ammonia and starts the cycle. After about a week take it out and repeat. I repeat this until I cant detect ammonia 48hrs after tossing in a shrimp. Takes 4-5 weeks. Total cost is about 5 bucks which is usually cheaper than buying a fish.

If you are dead set on using a fish, damsels are very hardy but can be very aggressive so be careful.
 
Fishless cycle for sure. More humane.

I seeded my tank with Dr Tim's One and Only (Bacteria) and dosed Ammonium Chloride. Less than $20 and is a more controlled/precise route. Using shrimp as mentioned above is another great route, and relatively inexpensive. Will likely take a little longer though.

I agree with ihavecrabs. Dose ammonium chloride to 2-4 and seed with some source of bacteria. I used some live rock but commercial bottled preparations are good too. The shrimp method is fine but why put up with the sting/inconsistency if you don't need to.

No reason at all to use a fish.
 
Agreed, now days there are really no reasons to use fish to cycle a tank. Using a piece of shrimp is cheaper, easier and just as effective
 
Go with Dr. Tim’s or Fritz turbo start. Purchase Dr. Tim’s ammonia and follow the instructions. You should be able to cycle the tank pretty quick with either product. No need to use fish any longer. Shrimp method works, but can be a little smelly.
