I've had quite a few of the Jebao wp40s...good strong wavemaker for the money although my failure rates were pretty high, both with power supplies and controllers. I would guesstimate that 25% failed over two years.
I've had three vortecs - an mp10 and 2 mp40s. Never had any issues with them - but everything has a failure rate and they are quite a bit more expensive. Like you point out you could buy 2 Jebaos for less than the price of 1 vortec.
As far as the flow goes however, I think they are very different. The Jebao has more punch and throw - meaning if you want to move a stream of water with velocity over a distance - the Jebao is your pump. This might be the case where your return is insufficient to get the overturn circulation you need across a long tank but with the cost of potential flow "hot spots".
The vortec flow is broader and more turbulent - so if your trying to get water movement over a broad area into every nook and cranny then the vortec is superior. I would get the vortec if my return pumps were sufficiently strong but I wanted more general lift and turbulence in the system.
All that aside - both will get the job done.
I have not tried the Gyre - so I can't comment...looks like a interesting product.
