I don't think that's diatoms. They don't tend to clump or string together. They are very easily dispersed like a powder when disturbed. That looks like hair algae of some sort. What are your nutrient concentrations in the frag tank?

Could it be brown hair algae? Its inbetween the polyps. I just did a 50/50 peroxide dip. Should good now. HahaYou're in a tough spot because the CUC is not eating the GHA and you can't lower nutrients because of the zoas. Could you try something like a sea hare?
