Brown Bubblies

Hi,
My tank is two months old now and everything is covered in a brown slime. There are bubbles on it in places. It blows off the rocks and the mats of it lift right off the sand. I started the tank with dry rock, so I am wondering if this is just the uglies, or if I have a bigger issue. My tank parms are:
Salinity 1.026
Temp 78.0
Ammonia 0
Nitrite 0
Nitrate reads 0, but I think that is a false reading
Phosphate is .25

I am running filter floss, a skimmer, carbon and I added GFO today.

Is this a wait and see situation?

Sounds like cyno bacteria ....or possibly dinoflagetties...do you have a photo of your tank...also your no3 and p04 are out of balance I'd start here ..
Get s good test kit for nitrate . If it is 0 start dosing nitrate ...gfo will take care of po4 but reduce it slowly..and dont bottom out ...as for the slime siphon as much out each day as you can ..do small WC with it ...and what is your lighting schedule..I'd think about reducing that for awhile..once we get an ID on what it is then you can tackle that ...also increase flow too your sand bed
