Looks like chrysophytes or sponge
 
This looks like exactly what I have, they don't seem to be affected by nutrients, and they look like snot collected in the tank. Did you solve this problem? If so, how? (I need to get rid of it in my tank!)
 
I had chrysophytes when I stared a new tank 4 years ago with dry rock. In my case, phosphates and nitrates had bottomed, and trickle dosing both using a doser, along with a cheap coralife UV worked. But it takes time. I think I ran the UV only at night when the chrysophytes mobilize. I also added trochus snails, which would eat some, but not all.
