Brown Haired spots in my rocks

This may not be new for most of you guys, but it is certainly new for me since I just started in this hobby 1 year ago.
I see hairy brown spots. What is it? Good or bad? If bad, how do I get rid of it?

Hard to tell with the lighting, but it could be hair algae.

Can you get a picture with more light, or at least a shorter exposure time? It's sort of hard to make out the tentacles (presumably) because of the motion blurring. Maybe just stopping flow for the picture could be an alternative.

Algae is possible but maybe easier to ID under normal light. Could be some kind of colonial hydroid, but maybe a colony of some other filter feeder or even some kind of coral.
