Brown slimy algae

ive been dealing with this for awhile off an on, it’s a brown stringy slime covering my live rock an sand. All my levels are good, I run gfo an carbon in a reactor, an kalkwasser in the ATO. I’m still new to an aquarium an the tank is only 6 months old. I do a 10g water change every other week an I vacuum the sand but it returns with in a few days, an what’s on the rock is to tough to blow off. Any ideas on what to stop this or what it is?
 
I think it's a type of bacteria( there are a lot of differing types) . This stuff likes low nutrients . What are Your Po4/No3 levels? .
This is how it was explained to me.
 
From that image it looks like it could be Dinoflagellates, but there are a few tests to figure out for sure. The "coffee filter" test and look under a microscope (a cheap toy one is good enough). Does it appear to go away/diminish after lights out only to slime right back up when the lights come back on?

What are your parameters? Particularly Nitrates and Phosphates.

Ph is 8.1
Mg 1500
Ca 450
Kh 9.1
I don’t notice any difference at night.
