Brs calcium chloride mixing up weird

So I bought a few 1 gal pouches of pharma grade calcium chloride from BRS and 2 mixed crystal clear instantly and the 3 others ones look like milk with about a 1/4" sediment on the bottom. I always mix them the same way and this one has me stumped .What do you guys think?

I would try sitting that jug in warm water to see if that helps dissolve the calcium.

The water was 76 and the pack i mixed up 30 min before mixed crystal clear. The bottom of the container has a greyish color to it as well. I don't think there was calcium chloride in the package.
