Bruised Ruby Dragonet

My wife’s male Ruby Red Dragonet, Rubicon, has a large bruise under his chin following a water change. He’s breathing rapidly, lethargic, and disinterested in food. She noticed a couple hours ago that he was just resting under the bridge of her rock-work, not chasing food or dancing with his mate. He would have been easy to catch (he didn’t swim away from her hand) but she didn’t want to stress him.

Prior to a couple hours ago, he’s been very active, eats pods constantly, eats frozen food, does mating dance nightly with the female dragonet, and has had no other health issues. We’ve had the pair of them 3 months. He’s fat and happy otherwise. His mate, Sheila, is showing no symptoms, eating voraciously, and is still flashing him trying to mate. Tank inhabitants are only him and his mate, a pistol shrimp, some snails, a bubble tip anemone, and corals.
Water parameters are as follows:

Alk: 9.8
Ph: 8.1
Ammonia: 0
Phosphates: .03
Nitrates: 3

Hmm I wonder if the pistol got him, doesn't sound good but I hope he starts eating again soon.
