I got a couple of these outside they are fairly dirty. Is it ok to use a chemical to clean it out then rinse real well after with fresh water then towel dry?
 
i wouldnt use chemicals to clean them except maybe vinegar,baking soda,
 
I'm not sure what the make up of comet is, but if it isn't vinegar, baking soda or bleach I'd be scared to use it honestly. Safer to not use them probably.
 
Comet is terrible stuff! With that said brute trash cans shouldn't absorb any of the chemical. Now that it is clean I would take it to a carwash and rinse it out with a few bucks using their spot free rinse. From my understanding spot free rinse is RO water.

I recently got a barrel that contained a 5% chlorine solution. It smells of bleach. My intentions are to take this to the wash and see what happens.
 
Does the fact that I cleaned it spotless and it still smells like garbage pose a threat? Car wash idea is great!
 
Yes. If you can't remove the smell with comet I would consider it a loss. Try the carwash. It may be worth it but after I was mine if I smell bleach it's a goner!
