Obviously I'm battling a nitrate/phosphate problem... Just curious if this algae is close to bubble algae just in appearance, or if I should avoid popping?? It's all over my overflow, but nowhere else. Thank you!

Looks like bubble algae to me

Definitely bubble algae. I would suggest that if you try to remove it do it with a water change. If you pop those bubbles they release spores which can spread to other places. When doing your WC try and siphon them off, that way if they do pop you'll be sucking most of the spores with them. You would obviously want to shutdown the overflow/return while doing this.

Doesn't look like any Bubble Algae that I know of. Looks more like a funky sponge growth.
Bubble Algae are like green/black pearls, not white or tan in color.

It's a weird texture. Very leathery. Looking closer I don't think they can "pop", they kind of grow like this. Some of them at the top are long, lobed, and much more flat.
