What measures should I take

take out the plug, remove the bubble algae and treat with straight peroxide (perhaps with a toothbrush). A foxface will usually keep bubble algae under control, too.
 
I got rid of mine by manually removing as much as I could before each water change.
 
I would take that tile out and remove the bubbles without bursting them by grabbing the very bottom with tweezers and dripping hydrogen peroxide on the area, wait a min, rinse, and put it back in. Do this as needed.
