I have actually had bubble algae before but this stuff is rock hard, where before it was somewhat squishy. Is this just a different kind than I had before or something else?

That's wierddd hehe. I would start a slow syphon water change, have a razor ready and literally scrape the rock off underneath the bubble algae doing your best not to pop them when you're ready and willing. Syphon it ASAP basically keeping the vacuum of the syphon over the algae the whole time while dislodging it. They can be pretty small but it's like one of the few algae's I've actually successfully removed from my tank "The soft kind you speak of".
I'd might even surgically stare at the area after removal and dabble a little Hydrogen Peroxide on anything unsightly and possibly bring back the razor and syphon.
