Bubble magnus curve d9 problem help

So I bought the d9 a few months ago. Skimmer is great and pulls a ton of crap out of the water. The only issue I'm having is when I do my weekly water change. I turn my skimmer off, return pump off and go about my water change. I might add I'm running the skimmer at 80%. When I'm done with the water change I turn my return pump back on and wait about 10 minutes before starting the skimmer. Once I start the skimmer back up it immediately starts too overflow and fills my tank with air bubbles. The only way for me to stop this is to turn the skimmer down to 10% and wait till the next day or two to turn it up. What am I missing? I don't get it. Any ideas?
 
A skimmer tends to have a film in there that has to be reestablished after cleaning.
When I do a full cleaning of my skimmer it overflows for a couple hours till it slimes back up a tiny bit then back to doing it's job.

I didn't clean it though. Just turned it off. Did the water change. Then turned it back on
