Bubble Magnus Curve5 not skimming?

So my skimmer has been in the sump and running for about 3 weeks.
3 blue green chromis have been in the tank for about 10 days.

The skimmer still has produced 0 skimmate
Any thoughts?

It was sitting in about 9 1/2" to 10" of water, I raised it today so its now sitting in about 6 1/2"
bubble break level is right at the neck just before the collection cup

I had to clean mine in vinegar before it would start skimming. There seemed to be a oily film all over it.

yeah, i did that, perhaps I didnt do it well enough...

I run mine at 8-1/2".
Works great with only two fish in a 60G.

hmm.
gonna let it run like this over night and see what it looks like in the AM.
i just pulled it out and cleaned the inside real good with vinegar. hopefully this does the trick
