Bubble problem?

So my tank is getting a weird film on the top and bubbles are forming that kind of just sit there without popping. I'm afraid it might be effecting the light because suddenly all my zoas are reaching for the sky. Any idea what's going on, and if I should do something?

Direct water flow more towards the top.
An addition of outside power filter will also work.
 
Thank you I pointed my powerhead upwards, not sure what to do about filter though it's a biocube and the bad stuff isnt making it to the back of the tank

create a gyre where the water rotates around the perimeter and forces flow to the biocube overflow
