Bubble tip looks bad need help

Have had my bubble tip for 4 months tank is almost one year old.

Its looked like this for about a month it’s mouth isn’t open. Lights are sb reef 40% white 100%blue
It hasn’t moved since I got it.

I do about 1 a week I think it eats but my wrasse is sneaky and may steal the food.
 
Next time chop up smaller pieces and put it right next to the mouth. I use long tweezers for planted tanks. Then make sure it eats. If it is eating normally, it will get sticky again and then start to grow it’s tentacles longer.
 
is that Green Hair algae on your rocks? looks like the tank conditions are not optimal... mine use to look like that, and Ive had sad BTA's too.
Use RODI to start fixed a lot of it, and now I have a HOB refugium for nitrate /phosphate stability, use GFO to lower phosphates = done
