Bubbles in my refugium, is it normal/safe?

So last week I cleaned my sump because it had algae. This week, I am seeing bubbles. Is this normal? Should I clean/pop them up?

Anyone can chime in on this one?

It's like a clear jelly. I can remove it.
BTW, I removed my chaeto because I am dosing vibrant.
